The toolkit does.  Once you've extracted the arrangements (XML files) and the audio has been converted back to regular (OGG file), you can build a new EOF project with the audio and just use the Rocksmith Import function on each XML file.

ok, I was just happy I extracted the .dat.... but don't understand it's contents/layout

Is there a checklist somewhere for what is essential for package creation?

The toolkit has an option (ie. a checkbox on the unpack tab) to convert the audio back to normal, you need to do this or else it won't work with any normal audio playing programs.
