So I have 2 separate accounts (Idk why) and I have CDLC songs on my pc right. I want to put them on my xbox. Is it as simple as signing into the account with CDLC songs on it or is that not how it works?

That's not how it works. You need to have a Jailbroken Xbox 360 and use JTAG to put CDLC on Xbox.
