Windows 8.1 issues

I have two questions-

 

1) I installed RS 2014 and the game loads fine but the notes on the customs never load.It just shows the speakers.The game isn't frozen because when I strum sound waves come from the speakers.

Do I need to put that dx.dlll or whatever it is in a different folder ? I moved my dlc folder on a backup drive and then dragged it to the RS steam folder after I installed windows 8.1

 

2) I have a dual boot setup on my pc that allows me to choose which os I want to run.

Anyway I went back to Windows 7 last night,after I ran into this issue and when I started the game it asked me if I had played RS before and took me through the first time setup again.I lost all of my progress.The weird thing was that both of my profiles were still there when I booted the game.

Is my game progress stored in the cloud or what ? Could it have been a ubisoft issue or something ?
