How do the official DLCs make this chord frame? It doesn't seem to be an actual "arpeggio" that you'd make by using Control + Shift + G. As you can see, it doesn't have the same purple outline as arpeggios added by the aforementioned shortcut (as shown through the second picture).

You could use the handshape thing CTRL+SHIFT+H.  It won't work if you wanna duplicate that first pic exactly, but it will work for the second pic.

 

Edit:

Sorry, didn't read the post right.  CTRL+SHIFT+H won't help you out but firekorn got it with extending the handshape end time.  Don't worry about overlapping other handshapes cause the game doesn't care.

it's impossible via EOF at the moment.

 

You might be able to modify the xml file to get something like that by modifying the Handshape timing section at the end of the xml but it's just an educated guess at the moment since i didn't took the time to verify what i say.

 

The handshape in EOF will make the chord appears as single note which can make it really confusing.
