When I try to "save as", the only option I have is to save as .eof file. These are my import/export settings if anyone has any ideas what to do. thank you!

Assuming you're talking about Rocksmith XML arrangements, those will be written during save since you have the "Save separate Rocksmith 2 files" export preference enabled. The other requirement is that your project has lyrics or notes in any of the pro guitar/bass tracks (all of which are named "PART REAL_GUITAR..." or "PART REAL_BASS...". If for some reason you're still not getting XML files, you can send me your EOF project file and I can troubleshoot further.
