This is my first post here but anyways my dad has gotten back into bass playing so he wants to know if custom songs can be put on PS3 (Btw he has no intentions of jail breaking his PS3) without custom firmware so is there a way to put it on there without CFW?

You might wanna look at the "Use CDLC" button at the top of the forum pages (like this one), as it shows a section about PS3 modding. Sadly, the only way we know to mod the game to add custom songs to PS3 REQUIRES your console to be jailbroken. I'm sorry that it's the only way to do it. If your dad doesn't feel like modding his PS3, he can get a cheap laptop and get it on PC where is support by just putting a file in your Rocksmith folder.
