Heavy noise/buzzing on PC, but ZERO noise on PS4 (Same Guitar & Real Tone Cable)

Hi everyone,
I'm dealing with a persistent noise/buzzing issue in Rocksmith 2014 Remastered on my PC, and I'm hoping to get some technical advice. The hardware itself seems perfectly fine because it works flawlessly on another platform.
Here is my current setup:
* Guitar: Scorpion ST130 Telecaster (Passive Single-Coils)
* Cable: Official Rocksmith+ Real Tone Cable
* PC Connection: Plugged directly into the rear motherboard USB 2.0 port.
The Problem:
Whenever I play on my PC, there is a very loud, constant buzzing/static noise. I have already done the basic troubleshooting:
1. Set the cable to 1 channel, 16 bit, 48000 Hz in Windows Sound Control Panel.
2. Did the in-game calibration properly (playing loud, then completely muting the strings).
3. Plugged into the rear USB 2.0 port directly on the motherboard (avoiding front panel headers).
Despite this, the noise is still heavily present.
The Catch:
To test the hardware, I plugged the exact same Telecaster and the exact same Real Tone Cable into my PS4 (running HEN) and booted up Rocksmith. The result? Absolutely zero noise. The audio was crystal clear.
This confirms that my guitar's internal wiring/grounding is perfectly healthy, and the Real Tone Cable is not broken. The issue is strictly isolated to my PC environment.
Has anyone experienced this exact scenario? Is this definitely a PC motherboard/PSU grounding (EMI) issue leaking into the USB ports?
Would putting an active (powered) USB hub between the cable and the PC solve this dirty power issue? Or are there any specific Rocksmith.ini tweaks/RSMods settings I should try first?
