i was looking through the dlcs on the steam page and noticed that some dlcs are missing/removed from the steam page. does this mean that the community could hypothetically create cdlcs of these songs?

Yes, this has been asked and answered many times already since DLC started delisting. Currently and for the foreseeable future, those delisted songs will remain off limits. It was asked twice last week alone.

You are free to create the charts for yourself and only yourself.

Almost all of the DLC has been posted to Youtube.
