This question is for a friend who recently purchased Rocksmith 2014 Remastered on Amazon.  So, he does not have a Steam account and has not purchased any songs.  Is there a way for him to play CDLCs?

if you purchased it on amazon, it comes with a steam key inside the physical box. 

On windows you no longer need to purchase cherub rock to play cdlcs , you just need to run the cdlc enabler.

So, Steam is still accepting the key from versions purchased for PC on Amazon?

At last check, yes it was. If it is a valid key that has not been previously used (important detail in purchasing a copy of the game), yes it still should work.
