Will de-listed steam content be availible as CDLC?

Im new here so please excuse if im not sure on stuff.

so recently ubisoft have started to remove DLC content from steam an example is the Rush I song pack including songs such as limelight. so currently the song seach takes you to the steam site to purchase this delisted DLC . Im wondering if this will be changed and added to the CDLC content?

CDLC of official DLC is not allowed, and will stay that way for the foreseeable future. We may revisit that rule once all official content has been delisted. Until then, CustomsForge does not offer a way to get those DLCs.
