after installing game on a new pc, alot of the game tools are not there. For example: no riff repeater, speed settings, difficulty settings. All songs will play.

    Odd. Did you try to uninstall, and reinstall it? That would be my first suggestion.

    Is this Windows 11?

    yes windows 11. i tried to go into control panel & set rocksmith for windows 8, but no luck with that so far
