Transfer my DLC from an old PS4 to PC?

I used to play Rocksmith and then 2014 on my PC, but moved to Playstation 4 so I could use my TV.  I'd purchased a lot of DLC in the PS4 over the years, but stopped play for a while.  I've since given my PS4 to my child who lives in another state.

I recently decided to try out Rocksmith+ and the song library is pretty unimpressive.  So, I loaded up RS2014 in Steam again to get back into it.  Of course a lot of the music I liked isn't available to purchase any longer.

Is it at all technically possible to transfer my purchased DLC from my PS4 over to Steam?

    DLC isn't cross platform so there's nothing that can be done. The file formats for pc and console are also different so it's not like you could just copy them over either.
