Sometimes all my songs shows up, other times it doesn't

So I always use the song manager to launch my RS but sometimes I have access to everything and other times just a few songs. for eg I will make sure all my song packs are enables and saved, I'll rescan song manager and arrangement analyzer and once all is ready I launch the game and give it time to run through all the DLC files etc. I have 936 songs according to the song manager and sometimes it will show that in-game as well, other times it will show I have over 2K songs and then other times only about 500 so not sure what I'm doing wrong and really would like to know if anyone has the solution?
