Ubisoft DLCs

hi, i am wondering how it comes that some songs where a Ubisoft DLC exists, no one creates a "free" DLC for?

When i create a DLC for Green Day - 21 guns, whats the problem with publishing it? Its my creation, not the one of ubisoft. So i am wondering if there is some way to get those songs. I have the feeling the "best" songs (most commercial ones) are created by ubisoft and no one else can then create those to download them here.
