The 100% Bug cut off date

Hi,

 

I notice in CFSM it will tell me if the songs are repaired or not. My question is, what is the cut off date on that?

I notice some times that a song that isn't repaired isn't affected by the 100% bug. I don't want to repair a song if I don't have too.
