I want to create CDLC but I cannot open EOF and I keep getting this message and I dont know how to fix this issue.

This can happen if you don't extract a hotfix into the full set of EOF files (ie. a RC release candidate). The files in a hotfix are just a replacement for one or more files in a full EOF release.
