How do I ad a photo to a comment?

In the editor 2nd row in the middle is a small square icon - if you hover over it with your mouse it's "image" where you enter an url of a public accessible photo and it's embedded in your post. It's not attached and hosted somewhere else - don't know if attachements are activated, but probably it's disabled.

    You will need to use an external image host such as photobucket / imageshack or similar.

    I am pretty sure they are disabled here to reduce bandwidth cost's or server overheads ?
