cant download `official` CDLC

I`m really grateful that cdlc exists but i`m wondering why i cant download the cdlc's that are highlighted in red that say official. Is there another way that i`m missing. I`m confused help?

They are official. Therefore they cannot be downloaded. We only refer you to places where you can buy them.
