Audacity is the tool to go.

awsome thanks, now EOF does not recognize it.  How do I turn it into an ogg file?

@@dantrag28 - The easiest way to use only a bit of the audio is to select (via click and drag) the portion of audio that you want to use, then export selection as a .ogg. Might also make sense to put a little fade in/out if necessary.
