Tone Created in Toolkit wont load during songplay

I created a tone through the tone section of the toolkit and created my psarc file but when I go to play the song, the default tone is used. I went to tone designer and it has the right tone for my cdlc.

 

If I go right back to the song after loading the tone, it plays the right tone but once I jump out of the song, it goes back to default.

 

Any thoughts?
