I just discovered CDLC yesterday and it's a really amazing thing that the community has contributed to one another.  I was wondering if there is a way to progressively work your  way up and unlock new notes while you enter "learn a song", like official Rocksmith songs?  Each CDLC I play has all the notes unlocked and that's just really hard for me (I'm new and horrible with guitar). 

This article was written for using the toolkit's DDC (dynamic difficulty creator) functionality to alter Rocksmith 1 charts, but it should be somewhat similar for RS2 charts:

Should I keep both the DD_p.psarc file and the original file, or should I delete the original file after the DD_p.psarc file has been generated in the dlc folder?

You would probably want to move the original out of the custom songs folder, to prevent both from showing up in-game.

And just to make doubly sure, if a song says "Yes" for Dynamic Difficulty (ex, http://customsforge.com/page/customsforge_rs_2014_cdlc.html/_/pc-enabled-rs-2014-cdlc/hybrid-rainbow-r6355),does that mean I don't need to generate a DD file using the toolkit?

I believe that is correct, provided the author's description information is accurate.
