If a song is no longer licensed by Steam does it become fair game for a creator to post their own version or is this still not allowed?

 I'm asking out of curiosity, I have nothing planned personally. Although I have observed some creator content that was removed to accommodate inferior official versions (imo) that I would love to see again.

There is nothing to stop you from creating a chart (of an oDLC) for yourself and only yourself, as Mods have said in the past. HOWEVER it would be piracy and against the site rules / guidelines to post them or share them with anyone even if the licenses are expired. That is the agreement that has allowed this site to exist. There are plenty of other threads asking this question in one form or another.
