Can't Download any files

Every time I attempt to download any file it goes to my collection, however when I go to the page and click the windows download I get met with "cannot process at this time". Is there a way to fix this issue?

If you're using Firefox, sometimes Edge, you'll need to enable popups

I can't download either. If i click the "Windows v1" download button it opens up a new blank white tab with address "https://drive.google.com/file/d/1R4XNM8f-cJCUEQqlVqGpKK3yjQoCV_2Z/view?usp=sharing".

 

If i middle mouse click the download link(open link in new tab) i get new tab with this text on it and nothing else: "
