You might want to look into G2Play (or any other Kinguin powered site?) for the base game since they're selling it now for like $15. Not that much of a difference with the current Steam sale, but buys a beer.
Not that many actually, I'm not much of a person to go see bands live. Now I like live music in a bar as muchs as the next guy, but somehow I don't find the whole "concert" setting very fitting.
That being said I've seen Hellyeah (with bunch of other bands) in Manila, Philippines few years back, and Hammerfall even more years back in Jyväskylä, Finland.
Without knowing anything I guess I should just STFU, but seeing how last-gen consoles needed to be modded/jailbroken to get access to the filesystem and whatnot, I doubt PS4 is there just yet?
Got myself a Yamaha ERG-121 around a month ago when I started. Playing mainly either via RS2k14 or Amplitube on my laptop.

They can't just "ask" for the songs since their aim is to make profit with the game so obviously the original creator(s) want their cut from the pie. So either they're being charged way too much to make it viable, or they're just being turned down right off the bat.
It's a bit of an hate and love relationship. For a total beginner like myself the thing's pretty neat; helps you get accustomed to the whole idea of playing a guitar, but quite fast it becomes something that can (and will) mess up with your playing since it's essentially teaching you to do something that you shouldn't be doing. But yes, it's fully optional so no need to cry over it.
