Unable to execute file error with new beta

Hello, I upgraded to the latest beta (1.3.1.7) and am having an issue with it starting. Upon starting I get a dialog box: "Unable to execute file: c:\Program Files (x86)\CustomsForgeSongManager\CustomForgeSongManager.exe CreateProcess failed; code 740. The requested operation requires elevation."

If I run it as an admin, the UI pops up briefly and then crashes with the log displaying:

Go to 'My Documents/CFSM' and delete the entire contents of CFSM folder.  Reinstall CFSM, run as Admin.  Start CFSM.  Let me know if it works.

I did that. On the first run, the UI came up as it parsed the songs again and it crashed with the log up. I tried to load it again and it crashes immediately. It does not give the dialog box error, just pops up the log file.

First load:
